no one would run into it because it only looks right from one angle + if you have 2 eys instead of one (camera) you would have depth perception and be able to see it is a wall

It's not a wall at all but just a railing. You actually can run right through it. The only part that is solid is a small plexiglass piece that the "Run" and Nike logo is on.

I dont think its a billboard. See how the shadows match up so perfectly? The billboard would have to be seen at just the right time of day, in the right kind of weather, from the right angle, at the right time of year... It would just be too much trouble. So I reckon its just a railing or something.
