Just know the red dots move in bigger steps in the same direction as the yellow. When you view the yellow dots, our eyes see a small gap between the steps. When you follow the red dots, adjust your eyes to allow bigger steps (gaps) to anticipate the next red dot position. You can get both dots to move clockwise. Also note the yellow dots switch axis. First they align with red dots on a spoke and on next 'step' they don't.

I think nothing is moving, just flashing different.
Make a test: use you’re mouse and move it clockwise around the circle (with your eyes you follow the mouse)
it will turn clockwise. Same vice versa! U can make it shake even =:o)
It works of course without the mouse also, just move you’re eyes slight in one ore the other direction and it’ll seam its moving that way.

the wheel itself is not actually rotating, as every frame shows it in the same position. The dots are rotating in opposite directions. as u cannot focus on both of them at the same time u think everything (dots and wheel) is rotating anti-clockwise when u look at the red dots and clockwise when u look at the yellow. If u want confirm of what I'm saying save the gif and look at it with animation-shop or another similar software where u can see the single images that compose the gif.
